2016 Corrections Grand Jury Report Released

In accordance with state statute, the Multnomah County District Attorney's Office convened a Corrections Grand Jury in October 2016, to facilitate an annual inquiry into the condition and management of every correctional facility in Multnomah County. Over the next seven weeks, the Corrections Grand Jurors physically inspected five (5) facilities and heard testimony from those who operate, are housed within, or are associated in some form with the operation and management of those facilities.

This is the first Corrections Grand Jury to be conducted under the Sheriff Michael Reese administration. When asked about the process, Sheriff Reese said "Citizen involvement is the hallmark of good government. The Sheriff's Office recognizes the sacrifices of each Corrections Grand Juror and appreciates their willingness to critically critique our operational strengths and recommend improvements."

The attached 2016 Corrections Grand Jury Report, represents the culmination of the Grand Jury review process. In addition please will find the Multnomah County Sheriff's Office (MCSO) response; MCSO accepts and intends to implement the Report recommendations, both administratively and in Multnomah County budget proposals.

The Corrections Grand Jury Report's top recommendations largely identify mental health services and staffing levels as continuing challenges. Sheriff Michael Reese concluded "the next step is to intensify multi-disciplined, intergovernmental collaborations to maximize efficiencies, fill gaps, and overall improve the quality of wrap around services provided to the adults in custody."
